What still needs agreement
Different emphases on open and waiting work need reconciliation. The access constraint limits visibility; it does not approve a new cross-team view. Missing target dates are a data gap, while waiting-time treatment and escalation are policy decisions. Neither can be resolved by inventing a timer.
